Someone holding two ranks at once (e.g. Guardian and Community Manager) shows both. An unrecognised name -- including anyone who's since left staff -- renders a visible error rather than silently showing nothing.
The roster itself lives in _staff_data.py (not on-wiki) -- this template, each rank's own member list, and its current-holder count are all regenerated from that one source.
