Settler is given automatically to anyone who joins or starts a town, equal in standing to the Nomad rank. Becoming a Settler replaces /sethome, /home, and /spawn with access to the town's own portal for travel to and from spawn; /tpahere is restricted to the town's owner or sub-owner.
