Capital Policies

Capital policies are the main reward gained by fighting and becoming the capital of a continent, or capital of the world. By default, continent capitals tax all towns on their continent 10% of their upkeep. Capital policy picks are chosen by a voting system in which town owners vote for which capital they would like to have extra policy picks; depending on how many votes each capital gets, they receive different numbers of picks.

Continent Capital Policies

Capital Surveillance
BenevolentEvery town on the continents radars now alert the town to the name of the player entering their territory.
NeutralYou and your alliance's radars now alert you to the name of the player entering your territory.
OppressiveAll radars not owned by your alliance no longer announce player detections. Modules installed on radars will still work.
Tax Manipulation
BenevolentEvery town on the alliance's continent pays 10% less upkeep and are not taxed. (Base cost of a town, plus any dues to the alliance if applicable, minus 10%.)
NeutralYour alliance pays 10% less upkeep. (Base cost of a town, plus any dues to the alliance if applicable, minus 10%.)
OppressiveEvery town on the continent that is not in the alliance pays 10% taxes to the capital.
Air Space Control
BenevolentEvery town can fly in all territories on the continent.
NeutralYour alliance can fly in all territories on the continent.
OppressiveNobody outside the alliance can fly on the continent.
Resource Regulation
BenevolentAll blocks on the continent have a 50% chance to drop double the items for all towns on the continent.
NeutralAll blocks on the continent have a 50% chance to drop double the items for your alliance.
OppressiveAll blocks on the continent have a 50% chance to not drop items to those outside the alliance. (Does not work in towns.)
Industry Quotas
BenevolentAll industries on the continent have a 50% chance to roll double output.
NeutralAll industries in your alliance have a 50% chance to roll double output.
OppressiveAll industries on the continent that are not in your alliance produce 50% less.
Embargo
OppressiveChoose a resource from your continent to embargo. Only your alliance can gather that resource.
Airship
NeutralAll towns in your alliance can construct an airship, which provides anyone you allow quick travel to the town from Aladra.
Hell on Loka
NeutralNether mobs now spawn on your continent.
Swift Sailing
NeutralFast travel boats will now allow your alliance members to instantly travel without having to wait. (Shift + right-click the NPCs standing next to each boat.)
Anti Invis
NeutralOnly members of your alliance can be invisible inside your territory. (Does not work in battle zones.)

World Capital Policies

Eminent Domain

Each time in a row a town earns World Capital, they can take an additional 5 territories over the limit. If they are no longer capital after a month, their extra territories reset to 0 and any territories over 30 owned are automatically neutralized.

Tax Override
OppressiveAll capital taxes go to the world capital. Continent capitals receive none.
Home Networking
NeutralAll territory generators owned by the alliance can be used as a portal back to Aladra by anyone in the alliance.
Global Embargo
OppressiveChoose a resource to embargo. Only your alliance can gather that resource.
Climate Engineering
NeutralChoose a crop; your town's and any allied towns' windmills will now only produce that crop.
OppressiveCrops don't grow on a continent of your choosing. (Can be toggled on and off during the month.)
Fish, Glorious Fish!
BenevolentEveryone has double the chance of catching a large fish or greater.
Dock Protection
BenevolentDock protection is extended to the entire dock territory on the continents.
